UPS International Export Fuel Surcharge Update

Effective Date: August 3, 2026 (announced on July 29, 2026)
Reviewed & Verified by:

Summary

UPS is updating its International Air-Export fuel surcharge table effective August 3, 2026. Unlike the June 1 update, this change is narrow: it touches only the Air-Export surcharge, leaving Air-Import and International Ground Export/Import surcharges untouched.

Analysis

Price bands in the new table shift lower, tracking the drop in jet fuel prices since June. But at any equivalent fuel price, the surcharge itself is exactly 1.00 percentage point higher than the prior formula implied — for example, a price band that carried a 39.75% surcharge under the June table now carries 40.75%. That offset holds consistently across every band in the new table, not just at the edges. The underlying mechanics are unchanged: same EIA U.S. Gulf Coast jet fuel index, same $0.04 price bands, same 0.25% adjustment increments, and the same fallback language for delayed EIA data.

Impact on Shippers

Expect a modest increase in fuel surcharge line items on international air export shipments — roughly a 1-point bump at comparable fuel prices. This applies only to UPS Worldwide Express Plus®, UPS Worldwide Express NA1®, UPS Worldwide Express®, UPS Worldwide Express Freight® Midday, UPS Worldwide Express Freight®, UPS Worldwide Saver®, UPS Worldwide Expedited®, and UPS Express Critical®; ground and air-import charges are not affected by this update.

Key Takeaways

💡 Only the Air-Export fuel surcharge is changing on 8/3/26 — Air-Import and Ground surcharges are untouched.
💡 At the same fuel price, the new table charges exactly 1.00 percentage point more than the prior formula — a real increase, not just an index reset.
💡 Surcharge mechanics (EIA index, $0.04/0.25% increments, delayed-data fallback) are unchanged.
💡 Affected services: UPS Worldwide Express Plus®, UPS Worldwide Express NA1®, UPS Worldwide Express®, UPS Worldwide Express Freight® Midday, UPS Worldwide Express Freight®, UPS Worldwide Saver®, UPS Worldwide Expedited®, and UPS Express Critical®.
💡 No action required — just a small expected uptick in fuel surcharge costs on international air exports.
