Calculate your ROI →USPS reported a Q3 FY2026 net loss of $2.5 billion on revenue of $19.9 billion (up 6.1% year over year), announced at its August 7 Board of Governors meeting. Shipping and Packages revenue grew 7.7% to $8.25 billion even as package volume fell 3.4%, and the controllable loss narrowed by $584 million. The headline loss persists, but the more relevant story for shippers is a clear yield-over-volume pricing strategy, playing out while USPS says its cash runway extends through at least August 2027 but its liquidity position remains precarious.
Average revenue per package rose roughly 11.5%, from about $4.76 to $5.31, reflecting the April 26 transportation-related price increase of approximately 8% on Priority Mail Express, Priority Mail, Ground Advantage, and Parcel Select, along with changes in product and shipment mix. That temporary increase remains in effect through January 17, 2027. Separately, dimensional-weight changes effective July 12 moved the DIM divisor to 139 and require each dimension to be rounded up to the next whole inch, increasing billed weight and cost for many large, lightweight parcels going forward. Cubic-pricing eligibility also expanded, with the maximum longest dimension for Priority Mail Cubic and Ground Advantage Cubic rising from 18 to 22 inches. Packages are USPS's largest reported revenue category at $8.25 billion, ahead of First-Class Mail. The Postmaster General said USPS still has "more price to take in the marketplace." He made that comment while discussing market-dominant pricing; the specific January 2027 action he detailed, valued at $600 to $800 million in density rate authority, applies to market-dominant mail, not competitive packages. No new package rate increase was announced on August 7.
Shippers using Priority Mail Express, Priority Mail, Ground Advantage, or Parcel Select are already paying the roughly 8% temporary price increase and should model its January 17, 2027 outcome, whether it expires, is extended, or is replaced, into peak-season and 2027 landed-cost budgets now. Large, lightweight parcels are getting more expensive under the new dimensional-weight rules, while small, dense parcels that now qualify for cubic pricing (up to 22 inches) may see relative savings, so model landed cost by actual dimensions and weight rather than assuming a uniform effect across your parcel mix. Shippers leaning on USPS residential and rural delivery density, or on UPS Ground Saver and Mail Innovations volume that routes through USPS for final-mile delivery, should also watch USPS's liquidity situation, since further pricing action or even service-level changes remain possible absent a legislative funding fix.
💡 USPS grew package revenue 7.7% despite a 3.4% volume decline — a price-and-mix-driven strategy that mirrors the private carriers' playbook, now visible at the carrier many shippers treat as their low-cost option.
💡 The April 26 ~8% temporary price increase on Priority Mail Express, Priority Mail, Ground Advantage, and Parcel Select runs through January 17, 2027 — build its expiration into 2027 budgets and peak-season planning now.
💡 July's dimensional-weight changes (divisor 139, dimensions rounded up) raise costs on large, lightweight parcels but expanded cubic eligibility to 22 inches — benchmark by actual parcel profile, not blanket assumptions, before shifting volume.
💡 USPS's liquidity runway extends to at least August 2027 by its own account, but it says it can't meet all obligations without further reform or financing — keep multi-carrier optionality and monitor both rates and service levels.
