The change is modest in total scope but concentrated geographically, meaning the impact will be most noticeable for shippers with parcel volume into rural pockets of Upstate/Southern Tier New York, northern Pennsylvania, and the WV/KY/OH Appalachian corridor. Because OnTrac applies the surcharge per package, shippers should update ZIP-based rating logic, checkout rules, and invoice-audit controls before the effective date.
The update is an expansion of surcharge coverage rather than a structural change. OnTrac adds 21 ZIP codes to the Delivery Area Surcharge list and 14 ZIP codes to the Extended Delivery Area Surcharge list. There are no removals, so no shippers gain surcharge relief. The new ZIPs are clustered primarily in NY 137/138/148, PA 188, WV 255, KY 411, and OH 456 ranges.
This will most directly affect shippers with high residential or e-commerce volume into the newly added rural and edge-of-network ZIP codes. Since the surcharge applies per package, multi-package orders and high-volume destination clusters will see the largest cost impact. Shippers using flat-rate or free-shipping models may under-recover costs unless they update rating tables, customer pricing, and TMS/manifest logic.
