Effective July 12, 2026, USPS plans to implement a targeted set of domestic competitive pricing and classification changes under PRC Docket No. CP2026-8 and Governors’ Decision No. 26-2. The most consequential parcel change is the reduction of the dimensional-weight divisor from 166 to 139 for packages over one cubic foot across Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select, paired with a new rule requiring fractional package dimensions to be rounded up to the next whole inch before DIM weight is calculated.
USPS will also eliminate ounce-based rate differentiation for published Commercial USPS Ground Advantage, producing an average 11.8% increase for that category while leaving Retail prices and negotiated commercial rates unaffected. Additional changes include a $7.50 HazMat Handling Fee for Priority Mail Express and Priority Mail, $0 initial HazMat Handling Fees for Parcel Select and Ground Advantage, a $50 HazMat Noncompliance Fee for commercial parcels, increases to Parcel Select forwarding/return fees, a 3.0% average increase for competitive PO Boxes, launch of Addresses API pricing, Smart Locker eligibility for Connect Local, and a Package Intercept update so intercepted packages use the original product/rate category. USPS projects the July changes will add approximately $120.5 million in FY 2027 competitive product revenue, with Ground Advantage accounting for about $90.4 million. For the four affected parcel products, these July changes overlap with the existing 8% time-limited base-postage increase scheduled through Jan. 17, 2027; PO Boxes, Addresses API, and ancillary changes should be treated separately from that surcharge.
The DIM-weight change is the centerpiece. For parcels over 1,728 cubic inches, USPS will continue to charge the greater of actual weight or dimensional weight, but the lower divisor of 139 increases calculated DIM weight by about 19.4% for the same cubic volume versus the current 166 divisor. The new “round up” dimension rule further increases measured cubic volume for packages with fractional-inch dimensions. For irregular-shaped parcels, USPS will continue applying the 0.785 adjustment factor. USPS says the lower divisor aligns with industry standards and acknowledges some shippers may shift packages to competitors because USPS is eliminating its higher-divisor advantage.
The filing is limited in scope: base prices for Priority Mail Express, Priority Mail, and Parcel Select outbound remain unchanged, USPS Ground Advantage prices largely remain unchanged except for the Commercial ounce-rate change, and no international competitive product changes are being made. The largest direct pricing effects are concentrated in low-density parcels, published Commercial Ground Advantage, HazMat parcels, Parcel Select forwarding/returns, and competitive PO Boxes. Platform-tier pricing is not addressed as a distinct category, so shippers using third-party platforms should confirm whether their rates are treated as published Commercial or negotiated commercial.
The DIM changes will most affect low-density packages. For example, a 17.3" × 13.6" × 11.2", 10-lb package rounds up to 18" × 14" × 12", or 3,024 cubic inches. Holding that rounded volume constant, DIM weight moves from 3,024 ÷ 166 = 18.22, or 19 lbs if rounded to the next pound, to 3,024 ÷ 139 = 21.77, or 22 lbs — a 3-lb increase from the divisor change alone. Separately, the round-up rule increases the measured cubic volume from about 2,635 cubic inches to 3,024 cubic inches, roughly a 14.8% volume increase before the divisor is applied.
Published Commercial Ground Advantage users should expect margin pressure from the average 11.8% increase, especially on lightweight and sub-pound e-commerce shipments. USPS projects Ground Advantage revenue will rise by about $90.4 million in FY 2027 while projected Ground Advantage volume declines by about 21.9 million pieces. HazMat shippers should prepare for the $7.50 Priority Mail Express/Priority Mail handling fee and the $50 noncompliance penalty; the $0 Parcel Select and Ground Advantage HazMat Handling Fee structures leave USPS the option to raise those fees in a future filing. Merchants with meaningful forwarding, return, or address-correction activity should also account for the Parcel Select fee increases.
